I had seen this view for years on 500 px and I figured it was taken from Brooklyn looking over Manhattan, it took me a while to find the place, I got really lucky, a friend told me that this place is usually filled with seagulls and so is hard to shoot. It was freezing cold -15 degrees not one seagull was there, I got the shot with an ND filter.
